MQM-P Pushes for Empowered Local Government and Kamran Tessori’s Restoration in Meeting with PM Shehbaz

Islamabad: The Muttahida Qaumi Movement-Pakistan (MQM-P) called for stronger local governments and the return of Kamran Tessori as Sindh governor during a meeting with Prime Minister Shehbaz Sharif on Friday. The meeting took place ahead of the federal budget 2026–27.

MQM-P leaders also pressed for progress on a proposed constitutional amendment aimed at empowering local bodies. They said the system needs urgent reform to improve governance in urban Sindh.

Top Leaders Meet for Budget and Policy Talks

MQM-P Chairman Dr Khalid Maqbool Siddiqui led the delegation. Dr Farooq Sattar, Mustafa Kamal, Aminul Haque, and Javed Hanif also attended the meeting.

The prime minister hosted the MQM-P team. Deputy Prime Minister Ishaq Dar, Rana Sanaullah, Ahsan Iqbal, Azam Nazeer Tarar, Attaullah Tarar, and Tauqir Shah joined him.

Both sides discussed budget proposals and development priorities for Karachi and Hyderabad. They also reviewed political commitments linked to coalition agreements.

MQM-P Demands Stronger Local Government System

MQM-P pushed hard for a constitutional amendment that would strengthen local governments. Party leaders said elected local bodies should control resources and decision-making in cities.

They asked the government to share a clear timeline for the proposed 28th Constitutional Amendment. MQM-P leaders said the reform remains a key part of their understanding with the ruling PML-N.

The prime minister said the government supports the idea of stronger local governments. He added that consultations will continue with MQM-P and the PPP before moving forward.

Karachi and Hyderabad Development Funding Discussed

MQM-P raised concerns about development funds for Karachi and Hyderabad. The delegation demanded Rs300 billion for Karachi through the National Finance Commission (NFC) framework.

The government offered a smaller package. Officials told MQM-P that Karachi would receive Rs20 billion. Hyderabad would get Rs5 billion under the current plan.

Both sides agreed to continue discussions on development needs in Sindh’s urban areas.

Demand for Kamran Tessori’s Restoration

MQM-P also demanded the reinstatement of Kamran Tessori as Governor of Sindh. Party leaders strongly backed his return during the meeting.

Sources said the government acknowledged the demand. Officials agreed to continue consultations with MQM-P on the issue.

Infrastructure Projects Also on Agenda

The meeting also covered major infrastructure projects. MQM-P asked for a separate alignment for the M-9 motorway. It also pushed for the extension of the ML-1 railway project from Karachi to Rohri.

Officials said the government has already included the ML-1 project in the budget framework. They expressed hope that the project could move forward within a year, depending on execution plans.

The K-IV water project also came under discussion. The prime minister assured MQM-P that the project will complete by December. He said it will help improve Karachi’s water supply.

Growing Focus on Urban Governance

Pakistan’s coalition government continues to face pressure over urban governance issues. Karachi, the country’s largest city, often struggles with water shortages, transport problems, and weak municipal systems.

MQM-P has repeatedly called for stronger local institutions. The party says cities need financial and administrative control to function properly.

The latest meeting reflects ongoing negotiations within the ruling alliance. Both sides continue to discuss governance reforms and development priorities.

Conclusion

MQM-P used the meeting to press for political and development demands. The party focused on local government reform, Sindh’s governorship, and funding for urban projects.

The government showed willingness to continue talks. However, no final decision emerged on the 28th Constitutional Amendment or Kamran Tessori’s return.

Further discussions are expected as the federal budget process moves forward.
