ISLAMABAD: Prime Minister Shehbaz Sharif has approved a major overhaul of Pakistan’s tax litigation system. The move aims to speed up case resolution and improve transparency across the country.
According to Beyond Time News, the government will introduce a Centralised Litigation Management System (CLMS) to better manage and track tax disputes.
New System to Improve Transparency and Efficiency
The proposed CLMS will digitise tax litigation data. It will help authorities track cases more accurately and reduce delays.
Officials say the system will also minimise misreporting and improve accountability. It will ensure better handling of tax disputes at all levels.
The prime minister has asked the task force to submit a detailed implementation timeline within one week.
Thousands of Cases Still Pending
Data shared during the meeting showed that around 2,800 tax cases are currently pending before the Supreme Court of Pakistan.
Out of these, about 1,600 cases relate to Inland Revenue, while 1,200 involve customs matters.
This number is lower than earlier estimates of 5,000 to 6,000 cases reported by the Federal Board of Revenue (FBR).
ADR System Already Generating Revenue
The government has also used the Alternate Dispute Resolution (ADR) system to settle cases faster.
So far this year, ADR has helped generate Rs24 billion in revenue for the national exchequer.

Key Reforms in the New Plan
The approved reform plan includes several major steps:
- Formation of case scrutiny committees
- Launch of the digital CLMS
- Linking officers’ performance with case outcomes
- Strengthening legal teams within FBR
The government also plans to appoint directors of tax law at regional levels. These officials will work closely with field officers to improve case handling in courts and tribunals.
Focus on Skilled Hiring and Accountability
Prime Minister Shehbaz Sharif has directed authorities to hire qualified legal professionals on merit. He emphasised the need for strong human resources in FBR’s legal wing.
Officials believe these steps will improve legal representation and reduce delays in tax cases.
A Step Toward Faster Justice
The government aims to make the tax system more efficient and business-friendly. Strengthening the ADR system is also part of this effort.
Faster dispute resolution will reduce pressure on courts and help improve revenue collection.
