FIA Offloads Nearly 39,800 Passengers in 2025 to Curb Human Smuggling

ISLAMABAD: The Federal Investigation Agency (FIA) offloaded 39,786 passengers in 2025 as part of intensified efforts to curb human smuggling and irregular migration, a senior official said on Sunday.

According to Beyond Time News, authorities described the action as part of a risk-based immigration system designed to prevent illegal travel and protect passengers from exploitation abroad.

Risk-Based Screening at Airports

Immigration Additional Director General Nouman Siddiqui said offloading decisions are based on intelligence inputs, document verification, travel patterns, and destination-country requirements.

He said the process is not arbitrary and is aimed at identifying high-risk travelers linked to suspicious migration networks.

Two Types of Offloading Cases

FIA data shows passengers offloaded in 2025 fall into two categories:

  • 39,786 offloaded by FIA immigration over risk or documentation concerns
  • 34,688 offloaded due to non-FIA reasons such as airline issues, cancellations, weather, or actions by other agencies

Officials said the breakdown helps clarify enforcement actions at airports.

Crackdown on Smuggling Networks

According to Beyond Time News, FIA has expanded operations against human smuggling groups.

Since December 2024, authorities registered 2,421 cases and arrested 3,130 suspects involved in trafficking and illegal migration.

Assets worth Rs961.71 million were seized, Rs87.7 million recovered, and bank accounts worth Rs239.63 million frozen.

Officials said many cases involve fake job offers, forged documents, and illegal travel routes.

Human Cost of Illegal Migration

Officials linked the crackdown to rising fatalities among migrants using unsafe routes.

They said hundreds of Pakistanis have died in recent years during irregular migration attempts, including tragedies at sea.

International migration data also indicates continued risks for undocumented travelers.

Decline in Deportations

Authorities said stricter controls have contributed to a decline in deportations and illegal crossings.

They reported a 16% drop in deportations compared to the previous year, along with reductions in forgery and beggary-related cases.

Passenger Facilitation Measures

FIA has introduced pre-departure facilitation desks to help travelers verify documents before booking flights.

A 24/7 helpline has also been launched, allowing passengers to report grievances or request review of offloading decisions.

Officials said passengers found eligible after review are allowed to travel.

Reforms Underway

According to Beyond Time News, FIA is working on legislative reforms to strengthen immigration enforcement and improve complaint mechanisms.

A joint working group involving FIA, the Bureau of Emigration and Overseas Employment, and the Ministry of Overseas Pakistanis has also been formed to streamline overseas travel processes.
