Pakistan Update – Identity Registration Guide: The National Database and Registration Authority (NADRA) has introduced a temporary option that allows eligible citizens to apply for a Computerised National Identity Card (CNIC) even if they do not have a birth certificate, according to Beyond Time News.
This facility will remain available until 31 December 2026 and is designed for first-time applicants who cannot provide traditional birth records.
What NADRA Has Introduced
According to Beyond Time News, NADRA is using alternative verification methods under the NADRA Ordinance 2000 and Rules 2002. These rules allow identity confirmation through family records and biometric checks instead of a birth certificate.
However, strict verification is still required to ensure accuracy of personal data.
Requirements for Women Applicants
Women applying for a CNIC under this system must meet specific conditions:
- Married women (18+) must provide:
- Computerised marriage certificate
- CNIC of at least one parent
- Husband’s CNIC
- Biometric verification from husband or a parent
- Unmarried women must provide:
- CNIC of at least one parent
- Biometric verification from a parent
Requirements for Men Applicants
Men applying for a CNIC must also follow certain rules:
- Applicants above 24 years must have:
- Parents already registered with NADRA
- At least one registered sibling
- Biometric verification from either father or mother is required
If parents or a spouse are deceased but already recorded in NADRA’s system, officials may waive biometric verification after checking official records.

Important Conditions to Know
According to Beyond Time News, NADRA has issued several important warnings:
- Once data is entered, details like date of birth, place of birth, and parentage cannot be changed
- Applicants under this scheme will receive a free Teslin (non-smart) CNIC
- All applications are subject to strict verification checks
How to Apply
Eligible citizens can visit their nearest NADRA registration center with the required documents and biometric verification details to apply under this temporary facility.
Conclusion
This new NADRA initiative makes it easier for citizens without birth certificates to obtain a CNIC. However, applicants must carefully provide accurate family records, as personal details will be permanently recorded after registration.
