ISLAMABAD: Federal Minister for Parliamentary Affairs Dr. Tariq Fazal Chaudhry has said that no group will be allowed to create law-and-order issues or spread uncertainty in Azad Jammu and Kashmir (AJK), stressing that all political matters must be resolved through dialogue and constitutional means.
According to Beyond Time News, he made these remarks during a press conference in Islamabad alongside AJK political leaders Sardar Attique Ahmed Khan and Nabeela Ayoub, where the ongoing situation in the region and progress on earlier agreements were discussed in detail.
Government Emphasises Dialogue Over Confrontation
Dr. Chaudhry said the government remains open to dialogue and has repeatedly encouraged negotiations to address political concerns in AJK.
However, he warned that attempts to create instability would not be tolerated. He stressed that peaceful engagement remains the only viable path forward.
At the same time, he urged all stakeholders to use institutional platforms to resolve disputes instead of resorting to protests that could disrupt public order.
Majority of JAAC Demands Already Implemented
The minister said that significant progress has already been made on commitments linked to the Joint Awami Action Committee (JAAC), which has been declared a banned organisation.
He stated that 35 out of 38 demands have been implemented so far. These include administrative, financial, and governance-related measures agreed upon earlier between the parties.
In addition, he said the government remains willing to discuss the remaining demands if they are presented through constructive dialogue.

Steps Taken Under the Agreement
Dr. Chaudhry highlighted several actions taken by the government as part of the implementation process. These include:
- Withdrawal of around 170 First Information Reports (FIRs)
- Reinstatement of suspended government employees involved in protests
- Waiver of electricity bills for families affected by the Mangla Dam project
- Launch of e-tendering for electricity meter procurement
- Completion of feasibility work on the Kahuta–Azad Pattan Road
- Approval of improved flour supply measures
- Expansion of internet services in key areas
- Completion of a PC-I worth Rs. 2.7 billion for waste management systems
- Approval of amendments to local government laws
- Notification of concessional electricity tariff for five-kilowatt consumers
He also said notifications have been issued regarding the scheduling of the Bank of Azad Jammu and Kashmir with the State Bank of Pakistan, along with the establishment of new education boards in different divisions.
Ongoing Development and Infrastructure Projects
The minister said the federal government is actively supporting development projects in AJK.
He pointed out that Prime Minister Shehbaz Sharif has directed the expansion of the health card scheme to AJK, Islamabad, and Gilgit-Baltistan.
He also said that work is progressing on installing MRI and CT scan facilities in district hospitals to improve healthcare access.
Furthermore, Rs. 10 billion has been allocated under the PSDP 2026–27 for upgrading the electricity system in AJK. Efforts are also underway to operationalise Mirpur Airport, which remains a key infrastructure priority.
Refugee Seats and Constitutional Debate
A major point of contention remains the demand to abolish 12 reserved seats for Kashmiri refugees in the AJK Legislative Assembly.
Dr. Chaudhry said the government had proposed multiple options, including referral to an All Parties Conference, debate in the AJK Assembly, or legal review through the Supreme Court of AJK. He said these proposals were rejected by the committee.
Leaders Call for Continued Dialogue
Sardar Attique Ahmed Khan supported continued engagement, noting that dialogue remains essential for resolving outstanding issues.
He also highlighted the historical role of refugees in the political structure of AJK and argued that their rights are deeply rooted in the region’s constitutional framework.
Meanwhile, Nabeela Ayoub emphasised the strong relationship between the people of AJK and Pakistan. She urged all groups to avoid actions that could weaken national unity or harm the broader Kashmir cause.
