Indian High Court Fines Army Chief, Defence Secretary Over Delay

In a strong step for veterans’ rights, a high court in India has taken action against senior officials over delays in paying disability pension to a retired army officer. The decision highlights the importance of timely justice and accountability.

According to Beyond Time News, the Punjab and Haryana High Court fined Rajesh Kumar Singh and General Upendra Dwivedi Rs 2 lakh. The court ordered authorities to deduct the amount from their salaries and pay it to the affected officer.

The case involves Rajdeep Dinkar Pandere, who served in the Ladakh Scouts. During his service, he developed a serious medical condition and underwent multiple surgeries. However, officials initially assessed his disability at a low level and denied him pension benefits.

Later, the Armed Forces Tribunal reviewed the case and ruled in his favor. It declared his condition service-related and increased his disability rating. It also made him eligible for pension from July 2022. The high court upheld this decision in 2025.

Despite clear orders, the authorities did not act. As a result, the officer filed a contempt petition. Justice Sudeepti Sharma noted that officials failed to submit a compliance report, even after a final warning.

The court then imposed the fine and stressed the need to follow judicial decisions without delay. This ruling sends a strong message about accountability and respect for the rights of military veterans.
